Lean Cruise on $A1

[Jeremy Gonyou]

I finally got around to adapting BobR's lean cruise
patch to my $A1 code.  Eveything looks good, except my
AFR will jump between my hiway settings and 13.0.  
At first I thought I was getting enough load to go PE
enrich, but now that I look at the tables, I see that
PE is much richer than 13.0.
Am I going open loop?
