The ones I've had apart before don't have vacuum.  TBI runs on "straight" 
pressure.  Forget the exact psi range but remember it being 10 or 11 to 13 
or 14 psi for most years.  In the early to mid 80's some were 3-5psi.

Specifically the TBI units I've had apart before were: 1985 caprice 4.3v6, 
1990 G20, 350 v8 and 1992 caprice 305v8.
