Roger, have you diacomed it to see how much timing the ecm is pulling out at 
WOT and 32 deg total timing?
I had 11.1:1 compression ratio, L98 Heads LT4 Hot cam 1.6 GM Perf Parts 
Roller rockers, headers and superram and was never able to run
more than 23 deg at WOT and still picked up couple of degrees of retard once 
in a while.  I don't think the stock GM head
is that much better  (Combustion chamber design) that I would need 9 degrees 
less timing.
IF you are running a stock tpi set up, it may be acting like a restrictor 
plate and so it doesn't get enough air/fuel to detonate.
How tight do you buzz it?
