RPM limitation of TPI ALWAYS happens... it's physics. It's just that it's 
not as apparent with turbocharging.
Personally, I'd go with Stealth Ram before TPI, but people have gotten nice 
HP figures out of aftermarket TPI systems, along with very broad power bands.

I haven't tried it yet, but from comparing intake manifold gaskets, an LT4 
intake manifold ought to work with Vortec or Fast Burn heads (or anything 
else that uses that sort of raised intkae port).
