The fuel would run to the inside of the throttle body
if the diaphragm ruptured because there is a slot down
the side of the regulator body that prevents the
adjustment nut from turning, you can actually see the
spring through the slot, the foam gasket just seals
the dirt out of the throttle body, the head of the
adjusting screw seals the bottom of the regulator. so
yes a ruptured diaphragm could cause a rich running
engine but, its probably not the problem.

As for the descriptions from the GM service manual, I
think "load" is poor word to use even though load and
vacuum are directly proportionate, It is not load they
are compensating for but the effect vacuum has on the
flow rate of the injector
