[Gmecm] What really is a 'mask'?

Are such things as the gear ratio and tire size stored in the ROM 
(calpack?) of a C3 ECM?  I don't see any mention of them in the PROM 
tables.  I'm referencing specifically the 1227747 and 1228746.
