If there are a small number of leads, you should be able to cut each free
from the package and remove the pads one by one with a soldering iron. A
new chip can be soldered on if a small tip is used -- this should work for
SO packages as well as small transistors, etc.
If it is a package with a high pin count and the pins are very close
together, I have seen them removed with the use of a hot air gun like is
used for heat shrink tubind. ( A hairdryer doesn't get hot enough.) If you
heat the whole package, you can pop it off with a small screwdriver.
Replacing it is rather tricky without special tools. I have seen someone
solder it by hand and then use solder wick to remove the solder between
pins. I haven't actually tried these techniques, but I have personally seen
them done.
