Try this.  Go to a machine parts store.  Buy a gear for chain with the
number of teeth that you want, ie 36.  Take it to a local machine shop and
have them cut off just a fraction of the teeth to make the ends flat and
wa-la, a timing wheel with highly accurate spacing.  Or of you want more
teeth, then try a regular gear, but that may cost a little more.  With a
gear for small enough chain, you should be able to get even a 60 tooth gear.
