Yes, if you can spin the tires in 3rd and 4th (easy with a turbo car in the
rain) then traction control would be of use.  The SAE paper on the
lamborghini F1 system showed that the system allowed up to 2% slip to almost
60 mph if I recall right.  It allowed more if the car was turning.
