Well, a bleeder valve would go into that vacuum line that runs to the
wastegate. It controls the amount of air going to the wastegate...which
limits the travel of the wastegate's spring...which would raise the boost.
The air that is "bled" off just goes nowhere. So basically, imagine putting a
simple valve onto the vacuum line...and that's pretty much what it is.
