Fuel pump questions

ref surge tank:
  I have a fuel filter between the tank, and pump, and maybe
that quailifies, as a sump but that's all.  Done 40,000 miles
make a easy 300 HP, using the Mallory Gerotor pump, with less
than 1/8 tank under heavy continued braking, can get a flutter,
as the engine comes to idle, and momentarily LED A/F guage 
is off.  But, this is in very light, maxed out effort car, i.e.
custom suspension for no rear axle tramp during braking, A/C delete
reworked brakes, pretty large tires, etc..  I'll admit that when
going to the drags, and cone cutting, I always have a full tank,
and don't get hyper when the gas is low, cause it uses a bunch,
and I won't risk a lean out, at WOT.
  I have read where others with TPI and it's much higher pressure
have said this, and in TPI conversion book by Jags That Run, they
show how to build a neat looking one, and it's plumbing.  As I
recall that one is for using a low pressure in-tank pump (TBI),
and using an external high pressure TPI, when converting to TPI.
  I beleive there are lots of european/japenese cars that use
external pumps with their TPI systems.  The external pumps must
be off a OEM that use a external tank, someone have an example?.
I beleive the 300ZX turbo, is one
