oxygen sensor readings

I am running the 4Di system, which is the one you tune with a laptop. 
The O2 will vary when cruising down the road, and during idle.  But it
goes from .00 to .98 sometimes!  I have yet to check my spark plugs, but
maybe that is my next step.  I thought that the O2 reading was suppoed
to range between .5 and .85 when cruising.  those holley manuals really
really suck!
