Clear Flood Mode

Ok,
    I got a question about what the GM FSM refers to clear flood mode.
Correct me if I am wrong because I cant find the manual right now, but
what I recall it to say is if the engine is below 400 rpm and the tps is
at wot then the ecm puts the injectors at 20% of what they should be
during cranking.  The reason why I ask is because I have a problem if my
engine doesn't start right up, meaning if it has to crank for more than
2 seconds it usually wont start and holding wot doesn't help at all.
The only way for me to clear the engine so it will start is to
disconnect one of the injectors and then hold wot for usually 3-4
seconds before it will start and then hook the other injector back up
before it stalls.  what a pain in the butt.  I thought that it might be
that the AFR during crank was too rich so I lowered it, it didn't seem
to have any effect. AFR during crank is from 0x44a through 0x458 a 15x1
table by temp correct. Any other ideas from the almighty EFI gods out
