the trick is to build the engine to make max torque at the RPM required to
susstain the desired speed with the gear ratios available

ie if your MH needs to spin 1900 to maintain 65 MPH in high gear
then build the engine to make max torque at 1900 RPM
if you need more speed you can downshift and use the trans to convert
HP to torque
since the HP peak is usually about 20% higher in RPM that the torque peak on 
a road engine
