downloading timeout problems

Does anyone know where I can find an internet explorer plug-in that will
overcome timeout problems when down loading.  I've been trying to download the
e-catalogue from Mouser, but due to our network I keep timing out and is in need
of a program that will just pick up downloading again from where it left of once
the network picks up bw again.
