Actually, It provides a bias voltage so it knows when the sensor either is
shorted or open.
If it see's 450mv for a preset time and the engine is running etc, it sets a
defective O2 sensor code... if it see's 0v for a long enough time, it set's
a defective O2 code and a lean exhaust code.
