EPROM Eraser not erasing New EPROM

I sometimes get chips that won't erase also. We have two different erasers
and they sometimes won't erase in either. Sometimes they just take a long
time (although 3 x 24 minutes would be a record). Also, sometimes the glue
left behind by the sticker seems to slow the erasing down.
