Hi Mike,
I use a VL/VN pump (the extranal Bosch type) on my HQ and I never installed the
damper, and I have never had any problems (apart from my Supra gearbox blowing
up the other day going home from work, but I can't really contribute that to a
missing fuel damper).
I think the damper is to reduce the kick-back pulses that are generated by the
injectors opening and shutting, bit like water hammer in your house. Presumably
they will reduce the flow a tiny bit, but on an OEM system I don't think it
would be more than the ecu would be able to counteract with a wider pulse width.
So in my case:
a. Works for me.
b. obviously nothing.
c. N/A
