Yep, the second set of O2 sensors on my '96 Impala SS sit right around that
number if I remember correctly. The ECU looks for a steady voltage to
verify cat operation. If the signal from the second set of O2 sensors
starts to follow the pre-cat 02 sensor signal, that means that the cat's not
working, and throws a code. From the experience of many, it seems as if the
cat has to be in very bad shape before any code is set (otherwise people may
get upset that their cat is bad after 60-70k, for example).
