Closed loop status

Any ideas why I can't get my 86 into closed loop status?  I have oxygen
transitions according to my Diacom runs.  Engine is plenty warm.  Oxygen
sensor voltage between 300mv and 700mv most in 500-600 range.  Drove around
for 15 minutes nothing.  Not throwing any codes.  I do remember reading
something about closed loop timers being bypassed when in 10k mode, but the
BLMs are all 128 except block 0 which is 160 so I'm assuming that I haven't
entered learn mode.  I'm stumped.  Any help would be appreciated.  Thanks.
