He has shot himself in the foot!

Removing the restriction provided by the stat lets the pump try to run so
far "out" on the high flow end of its curve that  there is not enough "net
positive suction head"--and the pump cavitates, and ends up pumping much
LESS coolant.

Higher flow rate _ALWAYS_  leads to a higher total rate of heat transfer!
