Unless you are doing something really sophisticated, using straight water,
the mass flow rate of the water shouldn't need to be more (or do any
additional good) once it is equal to about 20% of the mass flow rate of the
fuel.

With the best system imaginable, water flow rate exceeding about 70% of the
fuel mass flow rate would hurt (cause you to lose power).
