Sounds like you need some of the 15 ohm resistors across R4.
The current should be ~1.4A max. And yes the VR does run
hot and needs a bit of heat sink.

The LED should light once the heater voltage reaches ~10.4V.
With too low an Imax this will not occur. Once the heater
voltage reaches 10.4V the heater current will taper off to ~1A.
