NO, it is NOT.

It's proportional to the SQUARE of the velocity of the flow, and (directly)
proportional to the density. Flapper deflection at a given volume flow rate
therefore varies with the square root of the density ratio !!

If any of you doubt this, go get your nose into a fluid dynamics text for a
few weeks !!
