Yep.  To vent the tank you need forced venting.  You can't use an electric 
fan because it might ignite the fuel. Blow through will not help because 
when you remove the power fumes will creep everywhere including into the 
fan.  The only safe fuel container is one that maintains an unburnable A/F 
ratio.  With gasoline it is much easier to seal the tank and allow it to 
pressurize.  This will cause an A/F ratio low enough to be unburnable.
