[Diy_efi] oopic2 based controller

When I suggested a 16f877 I was thinking you were doing a simple fuel 
controller. But sequential AND ignition with a 16x16 map is a bit too much 
for the 16f877. You will need more memory and timers to do it right with 
youre specs.
