[Diy_efi] Ford Trouble Codes

Forgive me for asking such a rookie question on such a=
 board........ 

I am trying to decode a check engine light on a 1998 Ford Super=
 Duty 
Van (V10)

Is it possible to do this without a scanner?  Or is this vehivle=
 
OBDII?

As I remember, with the old Fords you could use an Analog Volt=
 Meter 
and some jumper wires to read the codes.

Any help would be greatly appreciated!
