DIY-WB LED problem

Hello,
  I recently ordered the LED Jaycar display for the WBO2 project.

  I just completed the assembly and tested the circuit following the =
testing procedures. With 12v applied, I get 5v at pin 4 and 14 on IC1.
 I then soldered in the 1.8k resistor to pin 9 and REG1. The display =
shows "LO" and the center LED on the bar graph is lit. I then applied =
1.4v using a battery and connected it to the sensor input and ground. =
Regardless of how I adjust VR3, the display never changes and would =
always show "LO" and the center LED on the bar remains lit.
  I then tried 3.2v at the sensor input and the same thing happens if I =
adjust VR2.. the display doesn't change.

I'm stuck and don't know what the problem may be.. any insight on this =
problem would be greatly appreciated. Thanks.
