Apologies if I'm missing something here, but wouldn't the simplest thing to
do be buying a 12v-24v DC-DC convertor, off-the shelf, as can be found in
certain truck/caravan/camping shops? The 24v could then be dropped and
regulated and smoothed/"un-noised" to whatever the heater requires. May not
be very power-efficient, and might not be the cheapest (you could design
your own convertor for example), but it'd be "simple", "brutal", but
"effective". doh - sounding like a Land-Rover again! ;-)
