Assuming the return-less surge tank with a float and needle/seat, the
container would need to be vented like a holley float bowl, ie. return
air/fumes to ??? or the pump might not be able to fill the tank. The high
side usually returns to the surge tank but could return to the main.. but
why..
A surge tank w/ a low side fuel return could use the location of the return
line to control the fuel level. The low side pump would need to pump max HP
worth of fuel continuously.
