[Diy_efi] WB HELP U3 pin 9

Hi my name is Brian I've been following the list for a while now but =
this is my first posting.  I bought and built the WB PCB about a year =
ago but never bought the actual sensor.  Now I've gotten back into it =
and I went to test the circuit as per the troubleshooting guide on the =
website and this is what I found:


Step 8 Voltage at J7 was a couple of tenths below U4 pin1 ~3.65
        R37 was checked and verified correct

Step 22 The voltage at U3 pin 9 with ref to J7 was -1.23. =20
        R25 checked out fine

Step 24  Voltage at J6 with ref to J7 was -1.56
        R26, R27, R28  all checked out fine.

All other steps up to this point have checked out very close to =
indicated values.  I'm powering up the circuit with aprox 11.8V.
All measurements are made with DMM.
I don't know how to check diodes and capacitors, like it says to, could =
someone tell me how??

I'm pretty confident that its soldered correctly and I can find no =
"blobs" shorting anything.=20
