I don't know about very modern versions, but the original GM DIS systems
used VR sensors, not hall. And the wheel is part of the crankshaft; the
VR sensor pokes *thru* the crankcase wall to point at the timing wheel
on the crank. That's why GM DIS VR sensors have an o-ring on them, to
keep crankcase oil from leaking out past the sensor.

Yes, but as has been pointed out, the angular velocity isn't changing
with diameter, and that's the *speed* the VR sensor is seeing. The GM
DIS systems are perfectly reliable at cranking speeds.
