Take the fuel supply off the TBI and see if the pump will pump fuel into a 
glass jar. If fuel is getting to the jar, then get a noid light ($4 at auto 
parts stores) and see if the injectors are firing as evidenced by the 
flashing noid light while starting. If both of these occur, then check the 
fuel pressure with a guage. If pressure is about 12 PSI, then either ECU is 
bad or the ECU is not getting signal from ignition coil trigger.

You might want to consider using a GM ECM to control this system in the long 
run.
