This isn't the RPM limit for the ECM, it does extrapolate values beyond
the end of the tables.  I don't know the details but they are in the
hack.

Sure, but you have to decide on your requirements.  port or tbi,
distributor or not, etc.  The hardware you pick will drive the ECM
selection.  If you decide on a GM ECM, then you'll get better answers on
the gmecm list.
