Well in this case the regulation was the driving reason behind the use of a
dual IC on the street car. They wanted an air::water IC on the group A car
so they had to put one on the "mass produced" street car also, where its
usefulness was highly questionable, no doubt. The rally car had a separate
water circuit for the air::water IC (with its own pump etc) and was
definitely not using engine coolant as the street car did. With stock boost
levels the setup on the street car most probably warms up the intake air all
the time as you point out and most tuners simply bypass the water pipe.
