They will still flow gas (less of it, of course), but your spray 
pattern/atomization may not be right.  Think of trying to spray a garden 
hose with the water turned down;  a little bit less pressure behind the 
spray head will affect the spray pattern, but water still comes out and 
kinda sprays.  At least, until the pressure drops too low, then as you say 
it dribbles.

Before operating any part outside of its intended range, it would be wise 
to do some component testing.  Make your own flow bench with a strobe light 
and a camera, and see what the spray pattern is at 3 bar and 2 bar.  I know 
there are websites that go into detail on construction, but don't remember 
links offhand.  You could probably pay someone like RC Engineering to do 
the same thing for you, too.
