A jumping off point would be http://www.diy-efi.org, click on gmecm,
click on ECM info, click on OBD2 info.  I've collected quite a bit of
OBD info there, data sheets for various chips, some SAE documents. 
There is a WWW based message board for OBD2 discussions, I have a link
to it from that page.
