Maybe this explains something. On my Yugo the turbo is a T25 (which is
usually typically on engines under 2000ccs) but it was sourced from a 2.3
liter Saab. It's now on a 1500cc engine. I really have to push this car
hard to build up 7 lbs of boost. Most of the time it pulls only 4-5 lbs.
The trim is not seized up on this turbo. It spins freely. The only thing I
can think of is the trim is just too large for this engine.
