[Diy_efi] chvey 4.3 tbi

I am having problems with tbi on a 1994 chvey 4.3.
I swaped this engine in to a 1985 Toyota xtra cab pu.
The engine is pulling 15 in. of vacume. 
When I hook up the MAP sensor the engine runs very bad if at all.
Will a performance prom help with this? 
The engine runs very rich with out the MAP hooked up.
Does anyone have any ideas?
