Maybe a big booger of JB weld would work for you.

	Hello all, got a question about mounting to the floor pan. Ive a
new console to mount to the floor of the car... there are 2 holes - 1/2"
diameter already in the floor pan does anyone know a way to put a
fastner in there without getting to the back side... its kind of a
pocket in the body floor. What Im thinking is like what you use to mount
a screw in the wall of you house... drill a hole pop the insert in and
then screw a fastener into the insert and it holds...
