If something as cheap as a set of spark plugs can make
cars that much cleaner, it would be a huge cost
savings for car manufacturers, even if they had to buy
them from the designer's own manufacturing facility. 
Priced a wide-band O2 sensor or a 3-way cat lately?  A
20% reduction in emissions and an increase in CAFE
would be a multi-billion dollar boon for any major
carmaker.

Your counter-example is therefore not very relevant.
