Dunno about affordable - that's an eye-of-the-beholder kind of thing.  
The original Snap-on Red Brick (MT-2500, not the graphing color version) 
can be had for $450 or so on eBay now and again and the 1997 Domestic 
Primary cartridge will read these vehicles with no problem.  The 
Vetronix Mastertech we had at a shop I worked at back when these were 
new (96-97) would not do the job, but they probably have newer software 
available that covers this issue.  Maybe some careful shopping could net 
you a brick that does tricks.
