I suspect it is for emissions. One thing bad for this is any sharp
transients such as sudden throttle closing which can produce a puff of HC
as the engine momentarily goes rich. TBI units would be more affected than
Port Injection since they usually form a puddle on the floor of the manifold.

Would expect this duty to be handled by the IAC. Of course if it starts
sticking/gets slow to respond, transients could easily result in stalling,
particularly on systems with slower frame rates.
