94 Camaro shifting problem

94's had the 4L60E, if you have access to a tech2 you can manually command
the shift to change over-riding the ecm.  If you do that and it still
doesn't change it is a mechanical problem.  It is MANDATORY to buy shop
manuals and use the diagnostics if you are going to work on these things.
My 2c worth.  (Do it if your time is worth anything too).
