Go to Passive mode on your FTP client.  Your firewall isn't letting the FTP
host open a socket back to you, PASV will let your client use the same
socket/port/etc and work over the firewall.

On WS_FTP I'm running it's under the Advanced tab in Session Properties,
checkbox labeled "Passive Transfers"; most command line UNIX-type FTP
clients use the command:

  quote PASV

You'll see it return something like 227 Entering Passive Mode if it
understands the command.
