Low temp thermostat

If it was within the list I'd detail whatta problem is,
but as an opener try a new car that they have the wrong IAC, actually wrong 
pintle in it.  Fresh off the transporter..
  How about heater fan motor with worn brushes, that put out enough RF near 
the harness to drive the ecm bonkers, at times.
