When is a heated 02 sensor necessary ?

I belive the '730 looks at the number of 02 cross-counts to determine
readiness, sounds familiar from somewhere in the archives.
Mine goes into C/L on a hot restart just as soon as 02 cross-counts go up.
Leaving the power to the 02 sensor disconnected and it takes measureably
longer to go into C/L, with a corrosponding longer time until cross-counts
go up.
