If you ever get to the point where you can fab a port injection
setup, it sounds like you'll be a good match for the Syclone Typhoon 
4.3 ECM & cal.  They had a 4400rpm rev limiter from the factory,
and made 285hp, 350lb/ft stock.  The 1991 4.3 that they used was
an "all bottom end torque" engine, much like your 3.9.  Turning
the boost up a little can put an otherwise stock 3800lb Syclone in the
mid-high 12 sec range in the 1/4 mile.
The Syclone code has been totally disected.  The ECMs are a little
hard to come by, but they also came in '88 quad-4's and 87-90 turbo
sunbirds.
