The EPA and the car companies are still haggling over the 79-80 law that said they must release the source code for the OBD1 stuff.
The lawyers are having field day milking this for 20 years.  Just think, someone probably has spent their entire career doing this..
I doubt it will mean anything, 
just a warm fuzzy is all
