Bad oxygen sensor ?

To the basic principal of tuning an engine to what it wants / needs rather
then what an O2 voltage says, or cause more is good (?), or my friend does
this and so I should, or I read in a magazine.  Needs as in actually measure
the performance, and see what the engine needs.
